Job Purpose

Steer and drive the implementation of good governance and industry best practices through Technical Specialist support to ensure conformance and compliance. To also drive in streamlining of governance processes that impede the agile way of working whilst maintaining a high level of assurance whilst keeping abreast with latest technology and innovative solutions to achieve high plant reliability, integrity and HSSE compliance to support business goals in sustaining company high profitability and growth.

 

Key Accountabilities

  1. Drive change management activities required to create and manage capability-oriented staff in Engineering division.
  2. Lead, guide and support multiple departments through the design and implementation of targeted change strategies including identification of change impacts to people, process, policy, and structure, stakeholder identification and alignment, appropriate communication and feedback loops, success measures, training, organizational readiness, and long-term sustainability.
  3. Lead the implementation of applicable Engineering procedures and guidelines and affect the compliance to statutory and legislative requirements to ensure conformance to the established Limits of Authority (LOA) to safeguard PRefChem interest, image and reputation.
  4. Lead analysis studies in technical support, process engineering, asset integrity management, ICT, and project support. Analyze data, evaluate results, and develop recommendations and road maps across multiple departments.
  5. Provide relevant analytical information through preparation of management reports for meetings/events, performance data and analysis to facilitate Head of Engineering decision making.
  6. Maintains knowledge of new trends, developments, technologies, materials, and best practices; applies this knowledge to continually improve product lines and production efficiency.
  7. Review, prioritize, and implement Operational Excellence (OE) initiatives in PRefChem by institutionalizing distinctive and leading OE practices and monitoring the implementation of OE initiatives through periodic review of plants’ OE performance as to sustain plant performance and operational excellence.
  8. Promote and coordinate cross integration between Engineering and Manufacturing by encouraging collaboration internally and externally in ensuring seamless end to end processes.
  9. Build and maintain effective partnerships with relevant stakeholders such as shareholders, government authorities, key industries players and service providers in order to maintain a healthy professional network, which will potentially provide the Head of Engineering with key business, and operation insights.
  10. Manage the transition of project from waterfall to agile, with respect to maintaining a clear control framework.
  11. Facilitate, manage, or undertake special project(s)/special initiatives as directed by Head of Engineering which has high value towards achieving desired objectives and results through periodic engagement, analysis and benchmarking to ensure the project(s) are effective and successfully implemented.
  12. Steward and drive the implementation of change strategy, assessing business impacts and organizational readiness, recommending and implementing appropriate communication, training, and behavioral change solutions, and measuring effectiveness to enhance organization, group, and individual performance in Engineering Office.

 

Qualification & Experience

  • Minimum of a bachelor’s degree, preferably in engineering. Master’s degree is preferred.
  • Minimum 15 years total working experiences in the relevant industry and 8 years in management roles.
  • Well verse in technical standards, regulations, and policies and how they interlock together.
  • Knowledgeable in the relevant industrial operations, technologies, management systems, advanced process controls, energy management and initiative management.
  • Vast experience in change management, risk assessment, HSSE management and Stakeholder Management.
  • Good presentation and communication skills are essential for the successful engagement of stakeholders as well as the involved staff.
